Statement of Purpose:

The Workforce Intelligence Network for Southeast Michigan (WIN) is issuing this request for bids to
outsource communications-related assistance related to activities under a federal grant from the
Department of Defense Office of Economic Adjustment, in the following capacities:

1. Integrated media outreach for WIN’s cyber security skills gap analysis reports on May 30, 2017
as it will be incorporated into the Mackinac Policy Conference, which begins on May 30, 2017
2. Integrated media outreach for WIN’s connected & automated vehicles social network analysis
completed the week of June 12, 2017 for a related meeting on Friday, June 16, 2017
3. For the aforementioned two priority projects, outreach to include: press release distribution and
story placement including developing media lists, providing edits to press releases and story
pitches, and ensuring placement of stories in relevant publications, online publications, radio
stations, television, and other identified media outlets
4. Consultation on media outreach and identifying best partners and opportunities for outreach
outside of conventional media outlets
5. Social media campaign development assistance to promote research reports (including
connected and automated vehicles social network analysis and cyber security skills gap analysis)
6. Additional feedback or ideas to effective promote these items within the identified timeframes

Request for Proposal: Sustainability Consulting Services and Development of an Industry Investment Model for Advance Michigan Defense Collaborative Projects

Statement of Purpose:

WIN is issuing this request for proposal to outsource programming resources to assist with the development of a sustainability strategy and industry investment model through engagement with WIN staff members and grant partners and review of current grant subtask status and funding levels. These activities are defined as follows: 

1.    Sponsorship/membership model review and development: Review and creation of sponsorship and/or membership model for subtasks and projects that currently engage several industry stakeholders, including the Defense Innovation Network (iBridge tool:!/), Opportunity Detroit Tech, Michigan Automated Systems Collaborative (MASC), and Michigan Alliance for Greater Mobility Advancement (MAGMA). These partners come together to identify regional talent needs and develop education and training solutions, in partnership with community partners, to address those needs.  These initiatives are frequently known as sector strategies or industry cluster initiatives and are funded nationally in a variety of ways.  Advance Michigan partners seek to identify a regional model that is most appropriate for local partners in the area. Currently, the MI Bright Future program managed by WIN has developed a sponsorship/ membership model.  It is expected that the MI Bright Future model will serve as an example for the development of these additional plans.

2.    Industry investment model consulting/business planning: Development of a membership and/or fee-for-service model for companies interested in: 
a.    apprenticeship offered through any of the above (or other) industry collaborative groups.
b.    data services, including but not limited to data that can support talent forecasting/succession planning.
